Siódmy Program Ramowy Badań i Rozwoju Technologicznego dotyczy wszelkich europejskich inicjatyw badawczych, w celu wzmocnienia działań na rzecz zatrudnienia, wzrostu i konkurencyjności w Europie. Jest on uzupełnieniem CIP (Program na rzecz konkurencyjności i innowacji) oraz programów na rzecz edukacji i szkoleń oraz funduszy strukturalnych.
Jest on głównym instrumentem finansowania badań na poziomie europejskim, obejmującym lata 2007-2013. Budżet na siedem lat wynosi 50,5 mld €, budżet Euratom na lata 2007-2012 wynosi 2,7 mld €
